It says it is authorised and regulated in Estonia by the Estonian Tax and Customs Board, with licences HKL000393, HKT000016, HKL000098 and HKT000015.

Those licences are Estonian and authorise operation in Estonia. They do not cover Chile. The footer may be a template shared by every country and another group entity may serve Chilean players, but the site does not say so. What needs no verification: Chile does not issue licences for online casinos. A detail worth knowing: the site's own FAQ still mentions a first-deposit bonus capped at $110.000, a figure that does not match the current offer. We take the promotion page as the reference. Registration and identity verification

We have not opened an account from Chile yet, so we cannot tell you which fields registration asks for or whether it requests a RUT (Chile's national ID number).
